Joe Martens, Director of the New York Offshore Wind Alliance

Joe Martens is the Director of the New York Offshore Wind Alliance, a coalition of business, labor and environmental organizations committed to promoting the development of offshore wind energy off New York’s coast.  Prior to joining NYOWA, he was a Senior Fellow at the Open Space Institute, a regional land conservation organization that has protected thousands of acres of land from Maine to Georgia. He served as Governor Andrew Cuomo’s Commissioner of the Department of Environmental Conservation from March 2011 to July 2015.

 

Anne Reynolds, Executive Director

Anne Reynolds is the Executive Director of the Alliance for Clean Energy New York (ACE NY), an Albany-based nonprofit organization formed in 2006 to promote clean and renewable energy and energy efficiency. Ms. Reynolds has over 20 years of experience in the energy and environmental arena. Most recently she served as a Deputy Commissioner at the New York State Department of Environmental Conservation (DEC), in the role of chief financial and operations officer, overseeing an annual budget of over $900 million and a portfolio that includes facility operations and construction, budgeting and fiscal management, capital planning, human resources, department-wide planning, and information technology. At DEC she also served as Assistant Commissioner for Policy and Planning, which included legislative affairs, and the Director of the Commissioner’s Policy Office.

 

Previously, Ms. Reynolds was the Director of the Air and Energy Program at Environmental Advocates of New York, and successfully lobbied for the establishment of New York’s Renewable Portfolio Standard, investments in renewable energy and energy efficiency, and the creation of the Regional Greenhouse Gas Initiative. She has consulted to the wind energy industry, and coordinated a Wind Power Education Project at Pace Energy and Climate Center. She has also held the positions of Environmental Scientist at the U.S. Environmental Protection Agency and Associate Scientist at the Tellus Institute for Energy and Environmental Strategies. In addition, Ms. Reynolds has taught courses in the Political Science department at Union College on environment, energy, and climate change policy.

 

Ms. Reynolds holds a Master of Environmental Studies from Yale University and a BS in Biology and Environmental Studies from Tufts University.
